        Ríkiskaup, on behalf of Þjóðskrá Íslands (Registers Iceland), hereby invites tenders for integrated software that provides the following services. Tenderers shall provide tenders for all 3 lots.

        Lot A Public Key Infrastructures consisting of:

        — CS-PKI for Country Signer Certificate Authority (CSCA) providing trust in Icelandic travel documents;

        — EAC-PKI for Country Verifier Certificate Authorities (CVCAs) and Document Verifying Certificate Authorities (DVCAs) protecting fingerprints in Icelandic travel documents;

        — Private PKI for eMRTD infrastructure CAs providing X.509 certificates for encryption and authentication in travel document related processes;

        — Qualified CA: Qualified Personal Certificates Authority, providing individuals with eID and eSign certificates;

        — Qualified RA: Qualified Personal Certificates Registration Authority, providing means to activate and revoke issued eID and eSign certificates.

        Lot B National Public Key Directory (NPKD) communicating with ICAO PKD and national inspection systems to provide:

        i. Foreign border control systems with certificates enabling them to check the validity of Icelandic e-travel documents;

        ii. Icelandic border control systems with certificates enabling them to check the validity of e-travel documents;

        iii. Management of national master lists and defect lists.

        Lot C National Single Point of Contact (SPOC) communicating with European passport authorities and with national inspection systems in order to provide:

        i. Foreign border control systems with certificates enabling them to read fingerprints from Icelandic e-travel documents;

        ii. Icelandic border control systems with certificates enabling them read fingerprints from Icelandic and foreign e-travel documents.

        The CSCA, CVCA and infrastructure CA services will replace current systems, while the Qualified CA/RA, NPKD and SPOC services are new. The purchaser will provide server hardware, network infrastructure and Hardware Security Module (HSM).

        Tenders shall include installation, configuration, settings, testing assistance, training and service for 5 years.
